The Applicant intends to develop a scalable smart urban planning tool that models impacts on air quality based on changes in land use patterns or modes of transport.

The goal of the project is to develop a smart urban planning tool that can be applied anywhere. The Applicant intends to test the Tool at the most problematic areas of Sarajevo affected by the construction of highrise buildings. The pilot area can cover any section from Vijecnica to Marijin Dvor. The Applicant suggests the Marijin Dvor area as a pilot, given that the Applicant has already generated important background datafor the location (map, 3D model, wind direction map). Generating such data is long-lasting and costly, while at the same time the duration of the project is limited to a few months (ending December 2019). Although the Applicant is fully aware of the proposed 2 km2 pilot-city area of Stari Grad the usability of the tool can best be illustrated in the Marijin Dvora area, which was already affected by the construction of highrise buildings, while at the same time, according to the recently proposed draft urban plan, several highrise buildings are planned. The impact on air quality caused by these high-rise buildings will be most felt in Stari grad. This problem has attracted the attention of the public involved in public hearings where opposition to construction was voiced (Urban Plan Hastahana, Urban Plan Marijin Dvor-kvadrant C). Nevertheless, the Tool can be still be applied in the 2 km2 pilot area in case UNDP and the beneficiary do not accept the Marijin Dvor area for pilot testing. 

The Applicant intends to develop a scalable smart urban planning tool that models impacts on air quality based on changes in land use pattern or modes of transportation. Complex equations and computer simulations in the CFD environment will be visualized, and the result of the simulation will be easily understandable by the decision-makers and citizens. We intend to provoke a change in the behaviour of both decision makers and citizens. 

Moreover, in addition to the smart urban planning tool, the applocant plans to develop a multiple choice and easy-to-use IT tool that will enable the analysis of citizens' expectations related to changes  in land use and transport modes. The questions in this tool are expected to provoke a new way of thinking assessing how many citizens are willing to contributein reducing the air pollution? Through social networks and a touch screen installed in a public place, the Applicant will share the application to provoke the citizens to think out of the box. This  will be complemented with a video animation that illustrates the genesis of a PM particle, its path to the human body and its consequences for human health.  The focus of the project is on the institutions responsible for spatial planning and transport. The Applicant intends to equip these institutions with a proper tool for analysingsolutions related to spatial planning and transport in the context of air quality. A smart tool should provide answers to how the construction of a new settlement or high buildings affects the quality of air and urban ventilation corridors, or how an increase inthe length of pedestrian corridors impacts air quality (or for example how the construction of a green corridor impacts air quality, etc.). Through reliable evidence based simulations, decision-makers will better understand the causes of the issues,thus making sound and informed decisions.The simulation will be based on a pilot area contained in the Urban Plan.The tool is also applicable to crisis management: The effects of an eventual decision to ban the transport of private vehicles in certain areas during the winter high-pollution episodes can be simulated and tested. The project idea, the simulation results and public opinion poll will be communicated based on an appropriate  communication strategy. The Applicant intends to combine different communication approaches, including focus groups.
