Establishing Smart Parking technology will reduce traffic congestion, improve air quality and promote the use of other transportation methods, enabling urban area to become more liveable and cleaner.

This project idea proposed by Deloitte is set on reducing the crowd in the process of searching for parking spaces, reducing a harmful emissions of CO2 and other pollutants, working to improve to respect the principles of environmental protection, public transport, economical space and better quality of life for citizens. With an ultimate goal of lower volume of cars in the pilot city area, we anticipate less traffic congestion, enhanced public parking options, better accessibility, reduced parking challenges, and an improvement in air quality. Installing Smart Parking is the beginning of a transformation of increasing quality of life and solving traffic problems. The combination of sophisticated parking apps, intelligent parking management and data integration is set to reduce frustrating experience in terms of seeking parking spots. Smart parking offers numerous benefits to citizens and businesses alike: drivers are more likely to visit retail and entertainment places when the hassle of finding spaces is handled by their app or connected vehicle. Parking operators would also benefit through more efficient use of their capacity using intelligent management programmes with fully realizing potential of their occupancy and further using dynamic pricing to make the most of the peaks and troughs in demand.  In the Municipality of Stari Grad Sarajevo, in the area from the National Theater to Baščaršija and further via Street Mula Mustafe Bašeskija towards the border of the municipality of Centre traffic is taking place, generally, in one direction. One of the key traffic jam problems is that there is currently no smart parking in that area so that the citizens can have accurate information about the availability of parking spots. Thus, citizens often drive in the area from Skenderija to the Trg Austrije and up to 15-20 minutes. At the end, in a case of the absence of parking spaces, they continue to search for a vacant place while losing precious time. Having in mind a single direction of traffic on street Obala, turning around is not easily possible and thus – a full drive or turning to another street is needed. All these crowds are further complications to public transport on this route, trams, buses and minibuses, in terms of additional time, and inefficiency of public transport. In the end, the ultimate result of all this is an additional ride, which could have been redirected immediately in the other direction, without additional waiting, if there were accurate information about parking spaces. Additionally, unnecessary driving causes additional exhaust gases, CO2, contributes negatively the rise of air pollution has a notable harmful effect on vulnerable groups, older people, pregnant women and children. In addition, on weekdays, a thousands of people from other surrounding cities, who are employed in Sarajevo, come and go to work and return home on a daily basis. So, the large number of vehicles increases the impatience of the main roads, especially in the municipality of Stari grad where there is often a traffic jam.  Scope of the planned Smart Parking for this project is limited to an already existing parking, a widely popular parking in the city centre - in the Trg Austrije, operated by the public parking company. The idea is based on the following solution: Sensors that are placed at entrance and exit of the parking can accurately detect when a car enters and leaves parking. Based on that information, number of free parking spots can easily be calculated, having in mind information that the total number of parking spaces is 51 (as per results of our on-site examination).  Thus, this information on free parking spots can be stored in a central location and thus via different channels it can be easily distributed to citizens. In order for drivers to see at all times what parking spots are free, and accordingly plan where to park, it is planned to create a special mobile application that is accessible to everyone, both Sarajevo citizens and tourists. Additionally, the information would be visible in a well-known web-site, such as City of Sarajevo, Stari Grad municipality etc. In addition, we believe that timely information on lack of parking spots, given to people heading to the city centre, will encourage them to use the public transport as a more convenient way of transport to the centre. Thus, we plan to distribute this information on a visible LED display in the city, so that even those citizens who do not use the application, or tourists who are not familiar with the application, can inspect the free parking spots earlier. An additional implementation option would be to additionally measure number of free specially designated parking spots, which are reserved for disabled people.
